On October 31, 2024, the Cabinet Secretary for National Treasury and Economic Planning published an explanatory note outlining the proposed amendments to be introduced in the following bills:

  1. Tax Laws (Amendment) Bill, 2024

  2. Tax Procedures (Amendment) Bill, 2024

  3. Public Finance Management (Amendment) (No. 3) Bill, 2024

  4. Public Finance Management (Amendment) (No. 4) Bill, 2024

  5. Business Laws (Amendment) Bill, 2024

The government is seeking to reintroduce some provisions from the Finance Bill 2024 while also introducing new measures. The Business Laws (Amendment) Bill aims to address key challenges identified by the Ministry of Investments, Trade, and Industry, which are seen as obstacles to the growth of Kenya’s manufacturing, investment, and export sectors.
